I had this email is it a scam
Dear member,

The credit card we have on file for your PayPal service was declined when we attempted to bill you on 20/04/2015 for your most recent service fees.

For this reason, your service could be suspended.

You must update your billing information immediately in order to avoid any interruption to your services. Once your credit card information is updated, you
will be charged immediately, as soon as payment is received. You can update your credit card simply by download the form attached in email

Looks like a phishing email trying to steal your credit card info. If you did recently purchase something and paid via PayPal, you can always log into your PayPal account (do NOT follow any links in the email - go to PayPal directly) and check that your credit card info is up to date. But, I am 99.9% sure this email is a phishing attempt.

i tracked the IP address and it's in Bucharest, Romania probably the new Nigerian scammer Very Happy

That's a bit of a sweeping generalisation isn't it - scammers come from everywhere, all nationalities and in all countries. If the IP says Romania then it's more likely he's Romanian.

Definitely a phishing email! Quite common from the Eastern European hackers / cyber criminals.

One thing I tell the users at work - as a rule of thumb - if your name and account number aren't on an email from the bank, paypal, google or gas board then it's most likely a scam or phishing mail.
No genuine financial organisation is going to address you as "Dear Member".
