I am really sorry for the late response, I am always busy and job is very demanding as a Doctor as consultant with UN.
About the tattoo the photographs it could have been ready by now BUT there's no tattoo machine around for the job.
All the six people I invited for neighbouring country to Benin ie Togo for the tattoo are all local people.
The method and the system they are doing the tattoo is very dirty, painful and dangerous someone can be infected with germs,becteria or HIV through that process.
1. They will bring gather local needles for sewing machine, or office pins or local razor in 6 in numbers and start tearing someone skin like beef meat and it is very painful and bleeding is much. Whats wrong with that?
2. Tattoo is not pronounced in Africa except in South Africa or Nigeria unlike Europe, US and Asia countries like China and Japan.
3. The I will like you to buy to tattoo machine in Japan and sent it by DHL to Benin Republic with the money for tattoo and travelling allowance to South Africa or Nigeria were the people practise tattoo and can be able to use the tattoo machine very well to do it without any mistake.
4. Otherwise it will be very difficult for me and my four news converts that have accepted to the tattoo to get it done. If Really you are sure you will pay them all after you have seen and confirm the photographs
5. If you accept to send the tattoo machine by DHL and the money to do kindly use this names and address and send them.

I didn't read the email carefully, so forgive me if i get some elementary details wrong, but i would slap him.

Tell him he has to be joking. There is no way your church can afford to buy a tattoo machine and mail it all the way from japan to africa, even if you wanted to. he obviously isn't serious about your religion otherwise he would have used his initiative and found a tattoo parlour where he can get the tattoos done.
Perhaps untill he has shown a marked improvement to his attitude, he's not a suitable candidate for conversion to your faith?

Sounds like a great safari opportunity. Accidently send it to Nigeria along with the travel money like he asks for. Tell him you made a mistake, but he can pick it up in Nigeria.

You could also tell him that the church looks very favourably upon those who undergo great tribulations to acquire their tattoos. The more he is treated like 'beef meat', the closer he will be to heaven.

@7/9: I would appreciate it if you could PM me a link to support that. I have carefully reviewed the forum guidelines and can find no restrictions on discussing freight baiting. The restrictions on discussions on cash baiting, hacking, and anything involving third parties are clear and well understood (by most of us, anyway...). But as long as freight baiting is done in such a way as to eliminate the possibility of affecting third parties, discussing it should not be an issue. Well, the thing about that is they always use stolen credit cards, never their own money. So, the credit card companies spend money, the shipping place spends money and the losses are passed onto us via higher prices. Then the person whos card was stolen has to deal with the trouble of getting that crap straightened out. They are really funny baits, indeed. However, it causes a lot of trouble for people not actually involved, so that is why it is frowned upon.
