Interesting! I actually agree with some of the people complaining about it, though. I'm pretty sure one of my current lads is a cafe operator who stole me from another lad using the cafe. I wouldn't want to give out my personal details in Nigeria either. |

It was a flippant comment Tsnerd. I never said it would be "reasonable." I am not big on scammers rights though. Of course those innocently using the cafes should have no problem with Identity. Perhaps on reflection it could be a "reasonable solution?" |

Not every Scammer is Nigerian.
Not every Nigerian is a Scammer.
We just look in the right places and meet lots of them. |

[/pwt]can't see it being practical. there are thousands of people in Africa who will live and die off-grid with no registered identity as such, and impersonation is easy. The article also ignores the proliferation of cheap tablets and smartphones which you could run a whole scam from, done right.

Well, this is an ancient article (late 2006 I think) and I believe they might be referring to the Advance Fee Fraud and Other Fraud Related Offences Act 2006 (PDF LINKY) which, among many other things placed responsibility on cybercafe owners to register their business and require customer ID (see section 12 and 13).
As with many laws, enforcement is the big problem. There are still cybercafe crackdowns on a regular basis but probably still numerous ways for an unscrupulous cafe owner to give the appearance of compliance, and/or avoid enforcement attention. And as already mentioned there are many other channels besides cybercafes by which fraud is perpetrated.
As this Act is now nearly 8 years old it can be very informative reading about the enforcement challenges - mainly a disappointing saga of just how opportunistic the scammers are at taking advantage of any and every grey area, loophole and enforcement weakness to conduct their scams.

I agree with Redo. Nigeria is a corrupt country where bribes are common. I wouldn't even trust a clean owner if I was an innocent internet cafe user. You never know when he might make the decision to sell some information to get his own ass out of a sling.

I've always disliked the whole "If you're not doing anything wrong, then you don't have anything to hide" argument. Even if I'm not out there committing crimes, that doesn't mean I don't want to give up my right to privacy. And I'm in a country with considerably less corruption than Nigeria. |
