^^^^ I think I figured out why he is so set on tourist visa, he must have fake papers to send. Normally they laugh and thank you for setting them straight, telling you how wonderful and smart you are. This guy just has fake papers to send to you AFTER you send the money. Little does he know...

That is likely a good guess. I think he is also incapable of understanding the real fiance visas work. He is completely bass ackward on it.
