It is a really decent service overall but scammers have abused the policies in place. If I am to understand correctly, albeit from a foreign clerk, that they do have a fraud department that can and will freeze transfers to some recipients. I think they are trying to deal with it the best they can. Nothing is foolproof and these people will abuse any given system for their own gain.
